Richard has twelve years experience advising clients on a wide variety of competition and regulatory issues.
He advises public and private sector clients on a broad range of competition law issues, including restrictive trade practices (including the new cartel criminalisation provisions), merger clearances, authorisations, and consumer protection issues.
Richard has considerable experience in economic regulation and access issues and has advised clients on issues related to the regulation of electricity, gas, telecommunications, railways and ports. In particular, he advises several electricity transmission and distribution businesses on issues under the National Electricity Rules and National Electricity Law.
Richard also has extensive experience in drafting access agreements and other contracts for regulated businesses in a variety of industries. He has drafted access agreements for clients in the electricity, telecommunications, railways and ports sectors, and has particular experience in drafting and advising on connection and augmentation agreements related to electricity networks.
Richard previously practised in a large law firm in New Zealand. He has also previously worked as Principal Legal Advisor at the New Zealand Ministry of Economic Development, where he was involved in major reforms of New Zealand's telecommunications and electricity regulatory regimes.
In 2008, Richard completed a Master of Laws at the University of Leuven in Belgium. His courses focussed on EU and international competition law and regulatory issues and his Masters thesis was on aspects of the regulation of electricity transmission and distribution networks.
